Records that the logged-in user has accepted the terms and conditions. Returns the user's id.

While terms acceptance is required and the user has not accepted yet, all other GraphQL operations are rejected except this one, resetPassword and requestPasswordResetTokenFromPlatform.

Requires the READ_APPUSER permission.
